National Scientific Equipment Center (NSEC)

Establishment

The National Scientific Equipment Center (NSEC) established in 1986 was aimed at providing the required technical backup for the numerous nascent research and other scientific institutions. In 1986 a Swedish expert working for SAREC conducted feasibility study (for the maintenance and service repair of scientific equipment and related training). The study was conducted in collaboration with the Ethiopian Science and Technology Commission (ESTC) and recommended the setting up of a scientific Equipment Center on a national level. This was approved by the Ethiopian government and as a result the National Scientific Equipment Center (NSEC) was established under the ESTC.

In the period 1986-1995 NSEC operated at a project level. It was formally operative in its current stated since March 1995, by which time it also absorbed the previous Techno-Center established by the Ministry of Health Health (MOH) in 1968 to provide a similar service for the medical sector specializing on maintenance and various aspects of medical equipment. Consequently, the NSEC now serves the needs of all the medical, research and scientific institutions in the country.

Objectives

The main objectives for the establishment of the NSEC are to:

Develop national capacity in the selection, acquisition, installation and maintenance of scientific and medical equipment.
Advise government institutions in matters relating to the selection, installation and commissioning of medical and scientific equipment.
Train operator and in-house service technicians and engineers.
Assist in the design and/or modification and development of prototypes of medical and other scientific equipment and instruments.

The specific objectives of NSEC are:-

  1. develop the capacity for selection, acquisition and distribution of scientific equipment and related supplies for R&D purposes;
  2. acquire the capability to install, operate, service repair and maintain all scientific equipment used for R&D;
  3. test and calibrate scientific instruments;
  4. design and produce or manufacture small items, components, etc., of scientific instruments;
  5. undertake all possible measures to standardize laboratory and workshop equipment;
  6. assist research organizations to identify, select and place orders of appropriate scientific equipment for their R&D use;
  7. assist and strengthen research establishments to undertake minor maintenance and repair works in their own organizations in order to effectively and efficiently utilize the equipment on hand;
  8. undertake training of technical personnel to install, operate, service, calibrate, maintain and repair laboratory workshop equipment at all levels - lower, middle and higher levels;
  9. provide short term training, whenever possible, to scientists and researchers in the philosophy, standards, expectations and need for instrument operation and maintenance;
  10. provide all users consulting services in selection, preparation technical specification, procurement, installation, operation, repair and maintenance etc. of all types of scientific equipment used for research works.
  11. carry on the same duties and responsibilities detailed under points a - j so far with respect to medical equipment also; and;
  12. undertake such other activities for attainment of its objectives.

Services

Maintenance, installation and calibration of medical and scientific instruments and equipment.
Training of operator and in-house service technicians and engineers on request.
Consultancy services on the selection and procurement of scientific and medical equipment and in the setting up on laboratories and workshops.
