Background

The Ethiopian Science and Technology Agency (ESTA) is a governmental institution established in December 1975 by proclamation No.62/1975. Following the change in government in 1991 and with the issuance of the new economic policy, the Commission was re-established in March 1994 by Proclamation No.91/94. The commission went into its 3rd phase of re-institution on the 24th of August 1995 by Proclamation No.7/1995, following the establishment of Federal Democratic Republic of Ethiopia. The Agency is accountable to the Ministry of Capacity Building of Ethiopia (MoCB).

    To see the living standard of the people improved though the application of science and technology for sustainable social and economic development.
  • Mission
    To build capacity for the efficient, effective and sustainable national S & T system thorough guidance, coordination and support to national S& T activities that would enhance the socio-economic development of the country.
  • Objectives
    The objectives of the Agency is to enhance science and technology and Initiate, organize and encourage research and development activities that enable the realization of the country’s socio-economic development objectives.

Powers and Duties of the Agency

The Agency has the following powers and duties:

  • Formulate the national science and technology policy which assist the country's development and follow up its implementation.
  • Formulate widely applicable science and technology plans and issue directives for the formulation of sectoral science and technology policies, plans, programmes and projects, and submit for Government approval.
  • Support and encourage research and development centers and institutions that have contribution in the promotion of science and technology.
  • Provide awards/incentives to individuals and institutions that have contributed to the development of science and technology;
  • Develop the capability and establish the system for searching, selecting, negotiating, procuring, and importing technologies that are appropriate to the Ethiopian socio--economic conditions.
  • Initiate a patent law that encourages and supports technology transfer, enhances the practical application of inventions and encourages the development of inventions and innovation; to implement same upon authorization;
  • Assist and encourage the establishment of associations that contribute to science and technology development and provide support for the publication and dissemination of science and technology papers prepared by professional associations;
  • Encourage and ensure the application of studies, research and development activities carried out to improve and develop indigenous technologies;
  • Establish a system for the collection of information on science and technology accomplishments, research work and results thereof;
  • Keep a list of professionals and institutions that engage in research and development activities.

Organs of the Commission

  • The Agency is headed by a Director General appointed by the Government. The highest policy body of the Agency is the National Science and Technology Council. The Council is composed of representatives drawn from relevant Ministries. Three prominent scientists designated by the Director General are also members.
